Two new annexations planned
Two new sites to be annexed into the Mission city limits were approved in the Monday, October 13, meeting of the Mission City Council.
The first area is in the northernmost sector of Mission’s suburban extraterritorial jurisdiction (ETJ). City Planner Sergio Zavala said this annexation will simply square off the city limits, taking it to the line where Palmhurst’s ETJ begins. The land to be squared off lies between Conway Avenue on the west and Mayberry Road on the east. The area already has Mission water and sewer lines serving it.
It includes acreage from Lot 29-7, 30-7 and 30-8, West Addition to Sharyland. It includes Ocana Subdivision, Valle Hermoso Estates and Sno-Bird Estates.
The second area to be annexed is along Bentsen Palm Drive and includes all of Lot 39 and parts of Lots 34 and 35, Bentsen Grove #2 Subdivision. It includes Bentsen Groves #2 Subdivision and Val’s Kountry Corner.
Zavala said Val’s Kountry Corner had repeatedly requested annexation for increased security and that was the reason the annexation was being done. This area is outside Mission’s water and sewer CCN.
The first public hearing will be November 24, and the second will be held December 8. Institution of annexation will be read December 22 and the annexation ordinance will be passed January 12.
Under zoning-related items, a request for a variance from the subdivision ordinance that would allow installation of septic tanks instead of connecting to the sewer or installation of fire hydrants on the southeast corner of Lot 86, West Addition to Sharyland was denied. The site is across from the Los Indios Road alignment on Conway Avenue. While sewer is not yet available for this site, a nearby developer will be extending the sewer lines to his property soon. Fire hydrants will also be installed during that development phase.
Final plat approval was granted to Las Dianas #2 Subdivision, located on 24.11 acres of land out of Lots 312, 314, and 316 Bentsen Groves Subdivision Addition C in Mission’s rural ETJ. A 41- lot residential subdivision will be located three-fourths miles north of Mile 7 Road along the west side of Bentsen Palm Drive. Two additional commercial lots are planned.
A request to rezone AO-I to C-3 the east five acres of the north 10 acres of the south 20 acres of Lot 27-8, West Addition to Sharyland Subdivision was denied. The site is one-half mile south of Mile 2 Road long the west side of Mayberry. Surrounding land has a single-family residential zoning and the C-3 would be spot zoning, according to city planners.
Rezoning of a one-tenth acre tract of land out of an abandoned canal right-of-way from AO-I to R-1 was approved. The land is adjacent to Lot 24, Sharyland Orchards Subdivision.
Continued use of a conditional use permit for a temporary mobile home for health care of resident parents was granted to 909 S. Stewart Road. The site is 1,500 feet south of Expressway 83 along the east side of Stewart Road.
A conditional use permit for a home occupation licensed group home daycare at 806 Rankin was approved once again.
A planned ordinance amending the Traffic and Vehicle Code with the words “Unless otherwise provided by an approved conditional use permit” was tabled for further study. The words were to be added to Section 110-384 (b) (6) which states that no person(s) shall park vehicles identified in [(b) (1) 18 wheelers] on any public or private property that has a residential or agricultural zoning classification, or a PUD residential designation, a PUD non-residential or PUD commercial designation.
The council approved a request to sign an easement and right-of-way document for AEP granting use of an area 10 feet by 528 feet to provide service to the city’s new water tower being located at Shary and Mile 2 Road.
A new one-year contract with Ray, Wood and Bonilla for professional service of collecting delinquent fines, fees and court costs was approved. Jonathan Wehrmeister, municipal judge, told the council that the majority of fine money goes to the state. Of the approximately $350,000 collected, the city received 35 percent or about $110,000. The firm will receive 30 percent of all monies collected by the city.
Ordinance #3406 provided for a four-way stop intersection at Jorgeanna Street and Jacob Street. Safety of school children boarding school buses was cited as the reason for the change.
At the request of Richard Perez, Resolution #1215 authorized South Texas Aggregation Project, Inc. to negotiate an Electricity Supply Agreement to lock in purchase prices for electric power for the years 2009 through 2013. Perez told the council that another possibility was to lock in costs for 24 years by selling bonds to pay for electricity in advance for the next 25 years. Some Valley cities are considering this route.
The bid for concrete repairs for public works was awarded to Roy’s Concrete in the amount of $76,837. The concrete is to be used for repairs of Trinity Street.
A change order for final quantities for the North Mission EDAP Yardlines project Phase III was decreased by $4115 for a total of $666,782.
A change order for the 07-08 overlay projects done by Mission Paving increased the total cost by $4,735.91 for a total contract price of $416,530.48.
The Texas Citrus Fiesta was granted a permit to hold its second annual night parade on Saturday, January 31, 2009.
The city council meeting that would be held Monday, October 27, will be held Wednesday, October 29 at 4:30 p.m. because the groundbreaking for the Anzalduas Bridge Highway is set for Monday, October 27, at 4 p.m.
