About Houston Pipe Line Company LP

Houston Pipe Line Company LP (HPL) is a wholly-owned indirect subsidiary of Energy Transfer Partners, L.P. The HPL system consists of more than 3,900 miles of intrastate pipeline located within the state of Texas that extends from East Texas to areas along the Gulf Coast to South Texas. HPL interconnects with producers, gathering systems, local distribution companies, power plants, industrial markets, other pipelines, and storage facilities.

The Houston Pipe Line Border Crossing Project

HPL filed an application with the Federal Energy Regulatory Commission (FERC) on October 28, 2013 under Docket No. CP14-13-000 requesting authorization to construct and operate a natural gas pipeline to export and/or import natural gas between the United States and Mexico (Border Crossing Project). The Border Crossing Project will consist of 703 feet of 24-inch pipeline to be installed underground by a horizontal directional drill that will extend from the north side of the Rio Grande River, and traverse under the Rio Grande River to the middle of the river bed at the International Boundary.

NOTICE OF PUBLIC HEARING FOR THE CITY OF LA JOYA WATER TREATMENT PLANT EXPANSION PROJECT

The City of La Joya will conduct a public hearing to discuss expansion of the existing Water Treatment Plant and potential environmental impacts of project alternatives in La Joya, Hidalgo County, Texas. The public hearing will be held:

Hearing: 10:00a.m.

The proposed project will expand the existing Water Treatment Plant from its current rated treatment capacity of 0.887 a million gallons per day (MGD) to 1.774 MGD treatment capacity. The need for the project is to continue to meet customer demand and to meet Texas Commission on Environmental Quality (TCEQ) requirements and regulations. The treatment plant is currently working at 95 percent capacity which is above TCEQ’s 85 percent requirement. TCEQ mandates an increase of capacity as water treatment plants reach 85 percent of their capacity.

The proposed water treatment plant expansion project would be located within city owned property and site of the curent City of La Joya’s water treatment plant; therefore, additional right-of-way is not required. The actual footprint of the proposed water treatment plant will cover a 53-ft by 30-ft area. The cost of the water treatment plant expansion will be $6,469,080.00. The Environmental Information Document for the proposed project will be available for review at the La Joya City Hall, 101 N. Leo St., La Joya, and at S & B Infrastructure, Ltd., 5408 N. 10th St., McAllen, Texas.

Verbal or written comments may be presented at the public hearing. After the public hearing, written comments may be mailed to Mr. Reddy Kajuluri, P.E., at following address: S & B Infrastructure, Ltd., 5408 N. 10th St., McAllen, Texas. All written comments must be postmarked on or before December 13, 2013 to be included in the official public hearing record.

Accommodations will be made available at the public hearing for persons with special communication or accommodation needs. El proyecto propuesto es de ampliar la capacidad de la planta potabilizadora de agua de 0.887 millones de galones por día a una capacidad de 1.774 millones de galones por día. Este proyecto se requiere para abastecer la demanda de agua de los consumidores y para cumplir con los requisitos y reglamentos de La Comisión de Calidad Ambiental de Texas (TCEQ por sus siglas en ingles). Actualmente la planta potabilizadora de agua está operando al 95 por ciento de su capacidad. Esto excede el 85 por ciento que requiere La Comisión de Calidad Ambiental de Texas. La Comisión exige la ampliación de las plantas cuando sobrepasan el 85 por ciento de su capacidad.

El proyecto propuesto de ampliar la planta potabilizadora de agua se ubicará en propiedad de la ciudad y en el sitio donde ya esta ubicada la planta existente. El espacio ocupado por la expansión cubrirá un área de 53 pies por 30 pies. El costo de la ampliación de la planta potabilizadora de agua será de $6,469,080.00. El Informe de Evaluación Ambiental para el proyecto propuesto estará disponible al público en la municipalidad de La Joya, 101 North Leo St., La Joya, Texas y la oficina de S & B Infrastructure, Ltd., 5408 N. 10th St., McAllen, Texas.

La audiencia esta estructurada para recibir observaciones verbales o escritas de parte de las personas interesadas. Después de la audiencia, las observaciones escritas pueden ser enviadas al Ing.
