CITY OF MISSION
REQUEST FOR COMPETITIVE SEALED PROPOSALS FOR
ADDITIONS TO KIKE DE LA GARZA BUILDING
BID NO. 11-373-10-26

The CITY OF MISSION is soliciting competitive sealed proposals from qualified sole proprietorships, partnerships, corporations, or other legal entities to provide construction services for the CITY OF MISSION ADDITIONS TO KIKE DE LA GARZA BUILDING BID NO. 11-373-10-26.  The CITY OF MISSION has selected an Architect, Gomez Mendez Saenz, Inc. to prepare construction documents for this project.

The request for competitive sealed proposals that includes construction documents, selection criteria, estimated budget, project scope, schedule, and other information that contractors may require to respond to the request may be obtained from Gomez Mendez Saenz, Inc., 1150 Paredes Line Rd., Brownsville, Texas 78521 (Phone 956-546-0110).  All prospective proposers will be required to deposit a company check or cashier’s check in the amount of One Hundred Dollars ($100.00) payable to Gomez Mendez Saenz, Inc., as a guarantee of the safe return of the construction documents made part of the request for proposals.  The sum will be refunded upon the return of the complete set of construction documents within ten (10) days after the deadline for submission of proposals.  A proposal security in the form of a certified or cashier’s check or bond in the amount of 5% of the proposal shall accompany the proposal.

The selection criteria for competitive sealed proposals shall be the offeror’s: experience, past performance, safety record, quality of construction, proposed personnel/subcontractor and experience of personnel/subcontractor, methodology for construction of the project; total long-term cost for the Owner to acquire the vendor’s goods or services; the time schedule for construction, proposed cost and cost reduction factors.

All competitive sealed proposals must be submitted to the City of Mission, 1201 E. 8th Street, Mission, Texas 78572, not later than 4:00 p.m. on Wednesday, October 26, 2011.  No proposal shall be accepted after this deadline.  Each proposal is to be submitted in a sealed envelope which is clearly marked “Competitive Sealed Proposal, CITY OF MISSION ADDITIONS TO KIKE DE LA GARZA BUILDING BID NO. 11-373-10-26”.  Each proposal which is not signed by the offeror or an authorized representative of the offeror shall be rejected.  On Wednesday, October 26, 2011 at 4:00 p.m., the Owner will publicly open the proposals.  Within 60 days after the date of opening the proposals, the Owner shall evaluate and rank each proposal submitted in relation to the published selection criteria.

The Owner shall select the offeror that offers the best value to the Owner based on the published selection and on its ranking evaluation.  The Owner and its Architect may discuss with the selected offeror options for cost reduction. If the Owner is unable to reach a contract agreement with the selected offeror, the Owner shall terminate further discussions and proceed to the next offeror in the order of the selection ranking until a contract agreement is reached or all proposals are rejected.

In determining best value for the Owner, the Owner is not restricted to considering price alone, but may consider any other factor stated in the selection criteria.
