AN ORDINANCE MODIFYING AND RESCHEDULING OF CITY ELECTIONS FOR ELECTED OFFICIALS IN ALTON; PROVIDING FOR CERTAIN OTHER PROVISIONS; AN EFFECTIVE DATE; WAIVING SECOND AND THIRD READING AND PROVIDING FOR A SEVERABILITY CLAUSE.
