The Planning and Zoning Commission will hold a regular meeting on Wednesday, May 14, 2008 at 5:00 p.m. at the City Hall Council Chambers, 1201 East 8th Street, Mission, Texas in order to consider the following:
Rezoning: A 0.66 acre tract of land out of Lot 184, John H. Shary Subdivision from (AO-I) Agricultural Open Interim to (C-3) General Business.

ENTITLEMENT PROGRAM
TWENTY FIFTH YEAR
ONE YEAR ACTION PLAN 2008-2009 (DRAFT)
In compliance with the U.S. Department of Housing and Urban Development Community Development Block Grant Program rules and regulations, the City of Mission hereby announces its proposed One-Year Action Plan 2008-2009 for its Twenty Fifth Year Entitlement Program.
On April 28, 2008, City Council approved recommendations made by the Citizens Advisory Committee to approve the One-Year Action Plan 2008-2009 and utilize the city’s 2008 CDBG allocation of $829,146.
Each project undertaken with CDBG funds must meet at least one of the following national objectives:
a) Primary benefit to low and moderate income persons;
b) Prevention or elimination of slum and blight; and
c) Meet an urgent community development need.

THE TWENTY FIFTH YEAR PROGRAM
1) (05) Public Service Agencies - $ 55,000
To provide operating assistance to four public service
agencies:
a) (05A) Area Agency on Aging $ 5,000
b) (05A) Amigos Del Valle $25,000
c) (05M) Dentists Who Care $17,500
d) (05N) Children’s Advocacy $ 7,500
2) (14A) Housing Assistance Program - $599,146
Reconstruction Assistance - provides funding to
reconstruct (13) homes not adequate to live in. Houses
consist of two (2) or three (3) bedrooms - $559,146
Rehabilitation Assistance - provides funding to rehabilitate
two (2) homes that are not adequate to live in - $40,000
3) (14H) Housing Administration - $ 70,000
To cover administrative, operative and maintenance
expenses relative to the development of the Housing
Assistance program.
4) (21A) CD Program Administration - $105,000
To cover administrative, operative and maintenance
expenses relative to the development, implementation
and monitoring of the overall CDBG program.
In accordance, with Title I of the Housing and Community Development Act of 1974, as amended, Phase XI of the City of Mission's Entitlement Community Development Block Grant Program, provides maximum feasible priority to activities benefiting low to moderate income residents and will aid in the prevention and elimination of substandard living conditions within the community of Mission.
The proposed activities will be administered and are designed for use by and benefit the residents of neighborhoods predominately consisting of low to moderate-income persons.
The Proposed One-Year Action Plan 2008-2009 is being provided for public comments. The Citizens Advisory Committee will be having a public hearing on May 13, 2008 at Mission City Hall Council Chambers, 1201 E. 8th St., Mission, TX 78572 at 5:30 p.m. to solicit input on the Proposed One-Year Action Plan 2008-2009. Oral and/or written comments will be accepted through June 2, 2008.
After the public comment period expires and comments are considered, the Final One-Year Action Plan 2008-2009 will be submitted to the U.S. Department of Housing and Urban Development, 106 S. St. Mary’s, Suite 405, San Antonio, TX 78205.

NOTICE OF INTENTION
TO UNDERTAKE A PROJECT OR PROJECTS
TAKE NOTICE that the Mission Economic Development Corporation of the City of Mission, (the “MEDC”), shall convene not earlier than 60 days after first publishing this notice and shall consider authorizing and undertaking a Project or Projects, as hereinafter described, pursuant to the provisions of Section 4B (a-1) of the Development Corporation Act of 1979 Vernon's Texas Civil Statutes, Article 5190.6, as amended, the (the “Act”). The MEDC is authorized on behalf of the City of Mission, Texas to undertake the Project or Projects by paying the cost of the Project or Projects with sales tax revenues authorized under Section 4B of the Act.
The Board of Directors of the MEDC will determine whether the Project or Projects will be undertaken and whether it will finance the cost of the Project or Projects with proceeds from sales tax revenues.
The Project or Projects shall consist of the following City of Mission 2007-2008 original budget $1,000,000 additional funding $80,000, amended budget not to exceed $1,080,000.
