VIRTUAL PUBLIC HEARING NOTICE

PROPOSED SUBSTANTIAL AMENDMENT

ANNUAL ACTION PLAN FY 2019-2020 CV-3

The City of Mission is a designated entitlement community by the U.S. Department of Housing and Urban Development (HUD) and recipient of Community Development Block Grant Program. The City of Mission has been awarded a special allocation through CARES Act Round 3 of Community Development Block Grant-Coronavirus (CDBG-CV) funds in the amount of $514,625 to prevent, prepare for, and respond to the Coronavirus pandemic COVID-19. This allocation is authorized by the Coronavirus Aid, Relief and Economic Security Act (CARES ACT), enacted as Public Law 116-136 on March 27, 2020.

The City of Mission is initiating a public hearing and comment period on the proposed amendment. A substantial amendment is considered if there is 1) a change in one or more of the priorities presented on the Priority Table or a change in the use of CDBG funding from one activity to another of $50,000 or more; 2) creation or deletion of an activity not previously mentioned in the Consolidated Plan (CPS) or Annual Action Plan (AAP); 3) change in the purpose, scope, location, or beneficiaries of an activity; 4) reduction of more than 25% of the proposed beneficiaries when the proposed number of beneficiaries is greater than 10. In accordance with 24 CFR 91.105(c) (2) and subpart B of the federal regulations relative to citizen participation requirements for CPD programs waivers and assurances were made available to allow public comment period to be no less than 5 days and eliminated the CDBG 15% cap for public services.

The City of Mission is soliciting comments on the proposed Substantial Amendment AAP FY 2019 during a five-day comment period from Friday, April 16, 2021 through Monday, April 26, 2021. The amendment will allow for the AAP to be revised to include the additional CDBG-CV3 funding for activities as follows:

A summary of the amendment will be available at the Community Development Office, 1301 E. 8th St. Suite 102 Mission, Texas from 8:00 am to 5:00 pm or on the city’s website www.missiontexas.us. Any individual, group, or agency are encouraged to attend virtually and make their views known on the proposed Amendment may submit written comments to the address listed or by email to cdbgdept@missiontexas.us. All comments received by April 26, 2021 will be considered by City Council prior to approval of the Substantial Amendment to the AAP FY 2019.
