Combined Notice of Finding of No Significant Impact and Intent to Request Release of Fund

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Housing Authority of the City of La Joya.

REQUEST FOR RELEASE OF FUNDS

On or about May 25, 2026, City of La Joya/City Manager shall authorize the Housing Authority of the City of La Joya to submit a request to the San Antonio Field office of the U.S. Department of Housing and Urban Development (“HUD”) for the release of Public Housing Operating Funds in the amount of $1,305,133.00 to support demolition activity of twenty (20) public housing units.

FINDING OF NO SIGNIFICANT IMPACT

The City of La Joya/City Manager has determined that the project will not significantly impact on the human environment. Therefore, and Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of La Joya, City Manager Office located at 701 E. Expressway 83

La Joya, Texas 78560 and may be examined or copied weekdays 9 a.m. to 4 p.m.

PUBLIC COMMENT

Any individual, group or agency may submit written comments on the ERR to the City of Mission, City Manager Office, 701 E. Expressway 83 La Joya, Texas 78560. All comments received by May 22, 2025 will be considered by the City of La Joya, City Manager prior to authorizing the submission of a request for release of funds. Comments should be specified to which Notice they are addressing.

RELEASE OF FUNDS

The City of La Joya, City Manager Office certifies to HUD and Mr. Joe Uviedo, Interim-Director of Public Housing San Antonio Field Office in his capacity to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Housing Authority of the City of La Joya to use Program Funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD San Antonio Field Office will consider objections to its release of funds and the City of La Joya/City Manager office, certification received by May 22, 2026 or a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are one of the following basis: (a) the certification was not executed by the Certifying Officer of the City of Mission/City Manager Office; (b) the City of La Joya/City Manager Office has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR part 58 before approved of a release of funds by HUD San Antonio Field Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be delivered to SAFO [email protected] and may be copied to HUD San Antonio Field Office at Hipolito Garicia Federal Building, 615 East Houston Street, Suite 347, San Antonio Texas 78205-2001. Potential objection should contact HUD San Antonio Field Office to verify the actual last day of the objection period.
